College football picks will release the Rutgers Scarlet Knights and Cincinnati Bearcats to play under 48 points. These teams have historically played close grinding football games. This is an all important Big East Conference game and Rutgers will have a first year starting quarterback with experienced running backs. I expect Rutgers to look to run and for Tom Savage to not throw much downfield.
